With the implementation of the digital city strategy,3D city landscape has transited from the study stage of theory model to the development and application stage of software products, the technology development of Geographic Information System is also very rapid, and it has been successfully applied to many fields of social economic construction.Aiming at the problems faced by the digital city, such as vast data, heavy task, high hardware requirements, long development cycle and no-unified standard, on the basis of system development principle, combined with the construction of digital city demand, this paper has made the overall design of digital city3D landscape information system, and a detailed description from the software architecture, software and hardware selection and system implementation plan. At the same time, according to the characteristic of city landscape model, proceeding from the construction of3D terrain model and3D model, this paper presents a relatively economy fast method for3D landscape model construction. The way is directly building white model according to the floor height value based on ArcGIS software, and then constructing model in Sketch up software, and finally creating3D landscape scene in skyline software. The whole implementation process from data preprocessing, texture acquisition, model creating to the3D scene establishment, combining with actual production, has developed an efficient and convenient way which greatly improved work efficiency and ensured quality of work.Combined with actual production, the application shows that the digital city3D landscape information system of Liaoning province some city developed in this project has achieved the purpose of system development, according to its performance, function and security service etc. The real and objective three-dimensional reconstruction provides reference basis and decision support for city planners and decision-makers, it also provides an effective approach for other digital city3D Landscape information system development.
