With the continuous development of social economy, rural economy has undergone enormous changes and rural finance has also been developing rapidly. Rural credit cooperative is a local institution to serve local financial and credit business is one of the most important financial services. But the credit management system directly manage the credit business, so which based on the traditional C/S structure of the credit management system faces many problems, including different hardware and software platforms, different database schema design, the synchronization and interoperation between data, the low of system overall efficie-ncy and maintainability, so using the introduction of new architecture and software framework has very important significance.In this paper, based on J2EE architecture, study using Struts framework structure of B/S design patterns, system development using the J2EE-based MVC architecture, using Oracle database, in the full analysis of the structure of credit business and management systems demand, according to software engineering methods, firstly get the system needs analysis, and using UML with object-oriented modeling, and gradually getting the system use case diagram, and the overall design of the system, describing the main system architecture. The key features of system design include customer information management module, the customer credit business module, management module to track after the lending, Comprehensive query management module and system integrated management module. For each module, their business processes as well as design and implementation are described in detail.The credit management information system based on Struts framework with high portability, safety, and reusability advantages, systems can develop and deploy the porTab. programs in heterogeneous environments. The development of J2EE-based credit management information system does not rely on any particular operating system, middleware, hardware, after a development, it can be deployed to a variety of systems, which is critical of banking system in a typical heterogeneous computing environment.
