Staff management is the core job for most enterprises, because high-effectpersonnel department play a very important role in the stable and healthy operation ofunits.However, performance evaluation for the staff becomes more and more difficult asthe rapid economy development and the big changes of social situation. On one hand,the unit doesn’t possess a series of effective employee evaluation mechanism inside ofits own; on the other hand, the majority of our enterprises personnel agencies lack thestaff evaluation system. As a result, it is a goal to construct a set of scientific evaluationwhich could be used to accurately, reasonable, and comprehensively judge employee’job. Actually, the system could improve the efficiency of the unit personnel agency aswell.This paper analyse the difference of characteristics and shortcomings of the assessmanagement in domestic and foreign companies. And the author designed the staffassessment system based on the data ID3model, putting forward an assessmentprinciple with the characters of comparatively comprehensive, scientific, development.Under the principle, the author combined the advantages of expert method of pointrating and decision tree analysis, while subjectivity and uncontrollable from differentmethods during the system’s construction were delimited to some extent, ensuring thescientific and objectivity of index system.In the evaluation method, the mathematical model has been established by flexibleuse of the mathematical methods and data calculating technology. And a set ofcomprehensive evaluation index was formed, which could provide a powerful referencefor the further development of human resources. According to the actual situation ofChengdu Institute of Biology, Chinese Academy of Sciences, this paper establishes theevaluation system of staff performance based on ID3model, which also as a core in theevaluation system. The research proved that the system can ensure a higher accuracy ofevaluation as well as for the objective, real, effective data acquisition. So that it canmaximize the effect of evaluation results.
