The Design And Implement Of Reword And Support Information System For Family Planning Of Sichuan Province

In order to carry out the policy of Reward and Suppoprt for National FamilyPlanning, the National Planning Family Committee has built the PADIS informationsystem. This system has effectivelly solved the problems, which refer to the informationmanagement of the people benefit from the policy and the financial management. At thesame time, the PADIS information system has provide the valid accordation of data forformulating National Planning Family policy. However, it did’t take the special situationin each province into consideration. So it appeares many problems when it’s running.Sichuan, as a undeveloped and people numerous province, has a more complicatedsituation. And the PADIS system has exposed more problems here. The mainproblems as follow:（1）The recording time is too concentrated, because the information can only beused to record at March according to PADIS system, what s more, most ofcounty-level government departments only have one system manager. In such a shortperiod of time, one wants to complete thousands or tens of thousands pieces ofinformation auditing inputting, and rechecking，The workload is huge.（2）The Information collection is all done by the manual. It is inefficient anderror-prone.（3）The government staffs in town have no access to operate this system, such asquery, count, and analysis etc.（4）The system can not share data of Family Planning with other systems.In order to solve all the problems above and provide convenience to thegovernment staffs in the Family Planning organization, the Family PlanningCommittee of Sichuan Province have planned to construct a new information systemnamed Family Planning Reword and Support Information System. They require thenew system can read identifid data automatically, and the work of recording is handedto the goverment staff in town level at any time in a year. Then the county-levelgoverment department responsible for the review and approvement. After that, thecity-level or province-level government department can retrieve and statistics. At last,the data of the new system can be imported into the PADIS system. Family PlanningReword and Support Information System of Sichuan Province has more users andmore data. Because the difference between areas is large, so as the requirement ofthese areas is large. Therefore, we were guided by Software Engineering Theory,adopting the combined the development technology of Waterfall model and Agile mode to develop this new system. It makes full use of the previous developmentexperience and effectively controll the change of requirements. In system architecture,it uses the mature technology of MVC. As for making the UI beautiful and theoperation conveniently, the system use DIV and CSS to layout and decorate, then ituses the jquery to process some special effects. The new system uses the B/S structurefor conveniently used by users and maintained by devolopers. It use the IE as thedefault browser and c#as the programming language, SQL SERVER2008as thedatabase. After survey, design, develop and test, finally the system was finished andput into use. Now, the new system goes well. And so far, the new system is the firstand only software which only used for provincial Family Planning Incentiveinformation management.
