Design And Implementation Of The Police Information Management System

Along with the rapid development of computer science and technology, especially thegrowing popularity of Internet technology, people can get a variety of information in a fast,efficient, convenient and accurate way through the Internet. Public security industry is ahighly information-intensive and special industry, which is also highly dependent oninformation processing. Information management has played a positive role in reform thesocial security system and improves the level of security. Through the reform of the policingin national public security system, and the full implementation of the police informationsystem, the public security work will be promoted and the combat effectiveness of publicsecurity organs will be enhanced. Therefore, the establishment of the policing operationmechanism which is closely matching and well-correlated with public security managementsystem, as well as the exploration and research topics of police information management andapplication, will have a very important significance to prevent and combat crime, safeguardthe social stability, improve the public security industry in the work efficiency and servicequality. However, due to the vast of China’s regional, a great variety of ethnic, the remarkabledifference of regional cultural, the huge population base and other special conditions, theinformation construction process of the police information management system managementsystem by the Ministry of public security police and its subordinate units is important anddifficult.In this paper, based on the actual needs of public security departments, we develop thepolice information management system. This paper uses the technology of JAVA language,J2EE development platform, Struts framework, Hibernate framework and the Springframework technology, combined with Oracle database to develop this system. The policeinformation management system mainly includes data maintenance module, data retrievalmodule, statistical summary module, case management module and public securitymanagement modul, and we mainly discuss the realization of data maintenance module. Theapplication of RSA data encryption algorithm, which ensures the safety of data storage,improves the reliability of input information, and meet the confidentiality requirements of thepolice information management system. An omnibearing intelligent relational queries isgreatly convenient for police to record and inquiry of floating population, rental housing, criminal records, fugitives, illegal cases of police and other information, which plays animportant role in the efficiency and accuracy of the grass-roots staff. The implementation ofstatistical functions, can summary the type and proportion of the cases in our country, the flowof personnel, the age of population statistics and population support, to make these data showclearly and accurately. According to these data, the leadership of the public securitydepartment can make corrections and updates to the existing policing system, so as tofacilitate the safe and stable country. Case management module mainly realizes the caseregistration, filing and tracking functions. Public security management module mainlyrealizes the management of the security regulations and public security patrol work. Thispaper mainly discusses the design of the police information management system, the theory,technology and algorithm of realizing the system, introduces the function of the system.Finally we systematically test some modules, designe test cases, and describe the test results.The system overcomes the shortcomings of the traditional MIS application system andhas some outstanding functions and features, such as convenient to use, visually, updatingdata and maintaining easily, strong adaptability, the data show illustration, quick messaging,reliable, accurate, low investment and high efficiency. The police information managementsystem brings convenience for the process of unit informatization provides the perfectplatform for police work, and it can not only crack down on the illegal and crime behavior toa certain extent, but also provide the policy basis for China’s police work. Therefore, theconstruction and improvement of the police information management system has becomevery necessary and urgent.
