Diplomatic news, as a country with international political propagation of a kind ofcarrier, is an important part of a country’s external communication. From the angle ofinternational communication, diplomatic news is information generated from a country’sforeign policy diplomatic activities by foreign political information interpretation and othermedia reports; from the angle of diplomacy, which is a political information transnationalcommunication and belongs to the category of international political communication.This article will focus on the research of the production and communication mechanism of Sino-US diplomatic news. Meanwhile, I will analyze the maturing media and public relations to propose a strategic framework for the Department of Foreign Affairs spokesmenwhen they need press release and improving communication effects. From the perspectiveof information dissemination, this article will use the agenda setting theory to discuss the Sino-US international political mechanisms of information production and dissemination.Within the framework of "spokesman agenda" and "media agenda", the article will discuss the Sino-US foreign political information as well as the communicating situations in each other. The article will use the method of text sampling and counting to discuss the twocountries, Foreign Ministry spokesman’s speech at regular press conferences and news reports about the speech of Foreign Affairs spokesmen published on the People’s Daily, the New York Times. As well, the article will establish the speech and media agenda database. The article will count on basic information, from content and attitude perspective etc. Through SPSS data analysis, the article will systematically discuss diplomatic news production and communication mechanisms between China and the U.S.After the analysis, the article will discuss China’s international political communication system. The article will draw a conclusion that China’s international political communication at present needs3phrases as follows. Firstly, an agenda set including external political information and diplomatic attitudes is necessary; Secondly, the government needs PR to international media; Thirdly, China should monitor the feedback from the Western mediaand achieve internet communication. China’s external political communication needs to beactive and effective. From agenda setting, media PR, monitoring and network, China can improve its political communication in the international community.
