With the rapid development of modern railway in china, more and more widecoverage of the railway and the constantly improving operation speed of train which leadto many negative effects. The negative effect is that the occurrence probability ofrailway traffic accidents increases greatly. Along with the development of videomonitoring technology, more attention has already been given to the application ofcomprehensive video monitoring system of railways.The appearance of comprehensive video monitoring system of railways marksmonitoring system of railways has come to a new stage of development. The new typemonitoring system of railways characterized by digitization, intelligence and internet, withits high openness, it can combine with other monitoring system of railways. All of thechange will greatly enhance the system’s comprehensive properties, comprehensive videomonitoring system can be used by many committees, the quality and efficiency ofmonitoring is greatly raised.In this paper, firstly, analyzes the system functional object, performance requirementand general structure, proposes the rules of construction and key technology that appearsin the design process of system. And we design some key subsystems of it which includesthe video monitoring system of the station, of the railway crossing and of the train. In theaspect of video image processing, we proposed the design idea of processing flow.Secondly, describes one of the key technologies used in the system: imageintelligence processing. We present the whole idea and process of image intelligenceprocessing. Then introduce some key parts of the processing: pre-image preprocessing,object detection, object tracking, the characteristics of object, object recognition and faultdetection. All the algorithms have been validated and processing results are given in thepaper.Finally, the ultimate goal is the system can realize the automatic failure in identifyingand can deal with them itself. Through the simulation proves the feasibility of theproposed method.
