In recent years, China’s maritime rights and interests are infringed constantly,so our government will gradually pay more attention to strengthen the monitoring ofwaters. Spaceborne sensors can comprehensively monitor targets so that they arewidely used by people. There are some useful spaceborne sensors,such aselectronic sensors and optical sensors. Spaceborne electronic sensors have a widemonitoring range and high target acquisition probability,and they are less affectedby the weather. But the positioning accuracy is low and the recognition result is notintuitive. Spaceborne optical sensors have high positioning accuracy and they canidentify targets more intuitively.But monitoring results are easily influenced by theweather. Using of any one individual sensors to monitor the target will have someproblems. Therefore fusing spaceborne electronic sensors and spaceborne opticalsensors together to identify the target monitoring has become a trend. While beforethe target data is fused, we need to make sure that the application data used forfusion is derived from the same target. So we need to design appropriate targetassociation algorithm.This thesis carried out the following three aspects of research work:First, this thesis studied basic theries of target association algorithm.Theyinclud the application objects and data sources of association algorithm. On the onehand this section determines the application object of association algorithm is ourmaritime surveillance and fishery law enforcement fleet. We study the compositionships of the fleet, length,width dimension and speed of each ship.On the other handthis section determines data sourse of association algorithm is detecting data ofspaceborne electronic sensors and spaceborne optical sensors. Then we studypositioning principle and positioning errors of the two sensors. The two parts of thestudy were prepared for later association algorithm designing and simulation.Second, we designed association algorithm with location and attributeinformation from spaceborne electronic sensors and optical sensors.In the first wedesigned association algorithms based on structural characteristics of the target withlocation information from spaceborne sensors.They are association algorithm basedon coordinate transformation, association based on the global structure,associationalgorithm based on spectral feature and association algorithm based on topologyfeature. On this basis we proposed a comprehensive association algorithm withlocation and attribute information of the target.Thus we can avoid that only usinglocation information for assotiation is easily influenced by motion of fleet and only using attribute information for assotiation is easily influenced by the targettypes.The experimental results which we simulate shows that this algorithm issuperior to before.Finally, in the case that spaceborne sensors can get multi-frame data oftargets,we designed a association algorithm based on multi-frame data.This kind ofalgorithm can effectively avoid the effection of sensor accuracy and target leakagedetection.So that it can effectively association correct rate.
