With the network-information-era is coming, the traditional way of peoplelearning has changed. Technology tools, such as Storage and achieve, instead ofmemorizing, recitation and other low-level learning activities. It is highlighted theabilities of “Know Where” and “Know Who”. In this case, Searching Quotient (SQ)was born, it includes the ability of the two, reflects the lifelong learning ability in thenew era. This paper is focused on discussing the constituents of searching quotientand investigating the situation of people’s SQ.This study starts from these theories of Connectivism, distributed cognition andSix degrees of separation. It analysis the changes of people’s learning style, examinesthe role of SQ in the current learning, reviews scientific theories behind the SQ, laysthe foundation for the appearance of searching learning as a new learning style.This study analyzes the relationship between SQ and information search ability,information literacy and information search behavior. Track the current research statushome and abroad in the three fields, and then, sort out SQ’s elements from them.According to some certain principles, structure the constituents of searching quotientat last. It includes three sub-capacities,twelve capacity indicators and23indicatordescriptions. Sub-capacities are the power of realizing information, learninginformation and gaining information.On the basis of the constituents of searching quotient, draw up a questionnairewhich is investigated to the SQ of lifelong learner. According to the result of dataanalysis, carry out an interview as a supplement to deeply understand the potentialcauses of the current situation, which can achieve the effect of a combination ofqualitative and quantitative description. The survey found that life-long learners haveinadequacies in the following aspects: understanding deviation, lack of acomprehensive searching skill, weakly searching purpose, randomly searchingbehavior and seriously pollution of the network information environment. In responseto these problems, this paper proposes some strategies to enhance learners’ SQ. It iscarried out from three aspects, the government departments, the education sector andthe individual learner.
