Since the21st century, with the rapid development of computer and network technology, human life has full access to information and intelligent. Science and technology is the first productive force, artificial intelligence, got a lot of applications in various fields. Especially the acceleration of urbanization development in our country makes the urban vehicle ownership increases greatly, only Beijing and Shanghai has8million vehicles, the country is at an astonishing53million vehicles. City car increasing road traffic problems become more and more complicated, such as traffic congestion, vehicle traffic accidents, etc. All of these in the development of highway in our country for intelligent traffic management system into the field of highway management provides an opportunity. The recognition of traffic becomes one of the main means of traffic management department.Vehicle identification system mainly consists of vehicle license plate recognition and vehicle identification recognition of two big core technologies. It is image processing, computer vision and pattern recognition interdisciplinary research topic, so relevant technical research widely attention. In this paper, it is in this background, the technology of traffic management system of vehicle monitoring recognition of a series of research. In license plate recognition technology, the present study has been more common, also has obtained the good effect. For license plate because of the shade, damaged, can not capture factors of congenital license plate number recognition error is difficult to have a breakthrough progress. So in this paper, characteristics of vehicle marking for identification.In the vehicle-logo recognition technology, and the current domestic and foreign scholars focus on the different exterior features of vehicle recognition, this paper emphatically studied the car logo location and recognition.Vehicle-logo recognition in two of the key technologies of extraction and vehicle-logo recognition vehicle-logo location is convenient, this paper puts forward a for logo image principal component analysis and independent component analysis algorithm for location of logo are extracted, and at the same time outside the traditional template matching to identify, based on the pattern recognition based on support vector machine (SVM) using fuzzy recognition vector machine (SVM) classifier to logo design, in the VC platform by using OpenCV use C or C++standard library functions realized by the programming language requirement for recognition. The experimental results show that with strong anti-interference ability and higher recognition rate.
