With the advance of the communications industry and the rapid development of new wireless communication mode, the number of the wireless business requirements is constantly exploded. As we know, the spectrum resource is valuable for wireless communication. As a result, more and more crowded spectrum reso unable to meet growing wireless requirements today. The data was public by FCC show that the spectrum resource has been assigned to the basis of communication business applications which is exist today from30MHz to3GHz. But most of the fixed allocation spectrum resources presents the discontinuity of time or space.It means that other unauthorized users do not have right to access when authorized users are not use this authorization spectrum band.leading to utilization rate of the authorized spectrum is low.In that case, the root that cause the shortage of radio spectrum resources, is not scarcity of the spectrum resource itself but the wireless spectrum resource management and allocation which are idiomatic, unreasonable.Through smart sense, rational learning, accurate decision making and scientific allocation, cognitive radio does that secondary utilization in the authorized spectrum. It can solve the problem that the wireless users’lack of open spectrum resources and authorized spectrum utilization is low.The contradictions between the lack of spectrum resources and the increasing wireless communication business needs can be solved, it become possible. Therefore, in recent years, cognitive radio was discussed and focuses widely, especially in the field of wireless communications.Cognitive radio technology is effective means to solve these problems.Among them, the spectrum switch provides cognitive user with flexible service. In this paper, it research spectrum resource management in the field of cognitive radio technology in order to explore spectrum decisions and spectrum allocation strategy. And then, it puts forward a new view about spectrum decision and spectrum allocation, in order to realize the effective management and make full use of the spectrum.At first, this paper introduces the background, concept, capacity, vital technology and research status of the cognitive radio, and then deals with the status of study on decision in the spectrum management. Secondly, it introduces the Target Switch spectrum Decision mechanism in the spectrum switch, and introduced the multiple attribute utility theory. Then, it introduced the spectrum decision mechanism, which is leading switch in the spectrum management, and improved the scaling method which can affect outcome of decision and make trend of outcome more sure. Thirdly, it changes the spectrum decision mechanism from the traditional matching method to multiple attribute weighted judgment method in the switch, base on multi-attribute utility theory. Through the fusion of multiple attribute utility theory and wireless communications business classification, it optimizes decision-making effect, improve the first matching method and enhance the spectrum utilization greatly. Finally, in view of application scenario which is multiple child network coordinate to access the same section of the spectrum by the center spectrum agent, it change the strategy from Sequential Dynamic Spectrum Allocation to Dynamic Spectrum Allocation mechanism base on Spectrum Demand and Offer Mapping and Inter-subnet Coordinate. The mechanism has change the old allocation molder, let the network release immediately when it’s spectrum resources surplus, and percept immediately when it’s resources shortage, and then access the available spectrum. So, under the condition of small expense of distribution gain, switch cost has been reduced greatly, also the complexity of the distribution scheme has been simplified. Above new method were demonstrated by simulation, the effect of improvement is good.
