On The System Of Ensuring Security By "Three Axises Four Dimensions Capabilities" For Archives Information

This paper constructs the system of ensuring security by "Three Axises, Four Dimensions Capabilities" for Archives Information, to promote continuity in archives information security protection and achieve profound transition from passive defense to active defense. Its core is that there is no end in archives information security management. It is a dynamic process from warning to prevention to evaluation and then to handling, finally back to warning. The applications of management, technology, regulations in every link lay the foundation for the next part, cycling again and again.The necessity of this research is that Archives information security guarantee system is a dynamic security defense system."Security system" of "Three system" as an important guarantee of archives resources system and utilization system concerns archival entity in the physical security and the content of the archives information security. It is one of the important contents of the archives work at any time. While at home and abroad, the study of "warning","prevention","evaluation"and "handling" of archives information security guarantee system, especially the study of first dimension "pre"ability is still relatively weak. So, this paper highlights the "pre"ability of archives information security, in view of challenges of archives information security, summaries major cases affecting the safety of archives information at home and abroad in recent years, reveals the regularity and development trend of archives information security in our country, puts forward measures of strengthening our country’s "defense" ability of archives information security, and based on the concept of national information assets, strengthens risk assessment of archives information security, finally according to the risk assessment report, executes and improves all kinds of loopholes in the assessment phase, starts emergency plan, handles crisis and analyzes when major archives information security incidents occur.Objectively speaking, any archives information security guarantee system is not absolutely safe, so-called "safe" is relative and temporary, there doesn’t exist archives information security guarantee system once and for all. This study as an experiment of archives information security solutions, hopes to provide certain reference and thinking for our country’s archives information security protection and subsequent research.
