As the civil aviation of China developed rapidly, China has been the second largest civil aviation transportation county of the world in2006. In2012, the amount of civil aviation passenger transportation of China reached320million. The air traffic of some busy airports and air routes have reached the saturation point. In recent years, the nation has increased the CNS infrastructure investment of Air Traffic Management (ATM) in order to meet the need of the continuous development of the civil aviation. The air traffic control pattern has gradually changed from procedure control to radar control in most of the Air Traffic Management Bureaus of CAAC. In this way, the separation of the flights has been reduced, and the airspace capacity has been increased. However, more air traffics mean higher possibilities of the flight conflict. For air traffic controllers, the dependence on the surveillance system grew heavily. The traditional radar display terminal can only provide a little original information of the aircrafts with its limited effective range, such as the location and the transponder code. Obviously, it cannot satisfy the requirement of the modern ATM. Accordingly, for the sake of the implementation of radar control, the efficient management for the air traffic controllers, the lower ratio of delayed flights and the security of the airspace, it is vital to establish a stable, secure, reliable, powerful ATM automation system.The author of this article has done plenty of researches on the requirement of the ATM, such as the business requirement, function requirement, non-function requirement and data requirement, and determined the goal of an ATM automation system, and then used UML modeling method to modeling the system with flow diagrams, use case diagrams, class diagrams and the descriptions included. Besides, the C/S system structure, functional subsystem, Entity Relationship Diagram and the database were also been designed. In the last part, the research content was summarized, and the further study direction was proposed.
