The emergence and development of the three-dimensional laser measurement technology provide a new means of the access to three-dimensional space information and provide the necessary conditions for the survival of the development of digital information. As the laser has a monochromatic, directional, coherent and high brightness and other characteristics, it will be introduced into measurement devices, accuracy, speed, ease, etc. have shown a strong advantage, so it triggered the emergence of the modern a new revolution in measurement technology. Laser measurement technology gradually from point to point laser ranging device developed to measure non-contact active surface means quick access to a large number of sampling points of three-dimensional coordinates of the laser scanning technology. With the three-dimensional laser scanning device in accuracy, speed, ease of use, lightweight, anti-interference ability to enhance performance and the gradual decline in price scanning the object expanding applications continue to expand, becoming three-dimensional model of rapid access to spatial entities one of the main ways. Three-dimensional laser scanning technology overcome the limitations of traditional measurement techniques, the use of active non-contact three dimensional measurement data directly to obtain high-precision, able to scan any object, and no restrictions on day and night, quickly convert the information into the real world computer can process data. It has fast scanning speed, real-time, high accuracy, initiative and strong, all-digital feature, etc., can greatly reduce costs, save time, and easy to use, the output format directly with CAD, three-dimensional animation tools such as software interface. This paper designed a laser-based difference frequency scanning three-dimensional measurement system, under test in air measurement tasks can be done well, the under water experiment can reach experiment verifiable targets, the future of laser scanning three-dimensional difference frequency measurement technology will be in the water the following detection has unlimited room for development. Firstly, the article describes the three-dimensional optical measurement techniques, the three-dimensional optical measurement techniques on the basic principles of a brief introduction, three-dimensior al laser scanning technology, especially the underwater laser scanning technology to do a study, laser scanning technology is given in the water to probe in some applications. Then we presented an overview of laser and laser theory and application, mainly to explain the characteristics of the laser, laser classification and applications.
