Project Plan Management is always important to Project Management. Reasonable ProjectPlan Management which has effective efficiency can make the effective control and managementto the process of the project, can adjust and optimize the project, even can optimize and controlthe elements such as the cost, the quality and the risk except the time. Its purpose is to condensethe work time, save the cost and reduce the risk of the project. As the complexity andrequirements of the project goes up, the traditional techniques of Project Plan Managementwhich include Critical Path Method, CPM, Program Evaluation and Review Technique, PERT,taxis algorithm and selection algorithm appeared disadvantages of the limited ability of gettingthe quantitative index point as the target of controlling the project plan; The traditionalmanagement technique only considers the time element; It can easily make the delay of time andthe waste of resources in several tasks processes working in the same time.People always ignore about the effective management to the project process, especially themanagement of project plan. It brings on many problems like the delay of the project, conflictingof the resource, reducing of the quality and so on. It also has an influence on completing theproject favorably. The traditional project plan management techniques always have manyproblems like lacking of the accuracy to the time plan, the limited ability of getting thequantitative index point as the target of controlling the project plan, lacking of the ability of themodulation ability to the project plan process which has departure the original plan process,bringing on the delay of project’s time, the requires of completing the project in the shortest timecan’t be satisfied. The research of the traditional techniques of Project Plan Management isalmost the simple research about the time plan management. It nearly refers the other elementsof the project management such as the cost, the risk and so on. It can’t consider the whole projectfrom the other elements or consider the project in the round. And the traditional techniques to thehigh complexity project task, especially the instance of many tasks working in the same timehave the disadvantages of the inconsequence of arranging of dispatching to the project tasks andmaking the waste of cost and time.Improving the techniques of the traditional Project Plan Management and using the newthought and the new way to solve the existing problems of Project Plan Management canimprove the management efficiency and the ability of controlling project, even can solve theproblems of the limited ability of controlling the plan, the inconsequence of arranging plan andthe wasting of resources. This article makes the research according to the problems mentionedabove. The main works as the following:1. Finish the research of the knowledge about the Project Plan Management. The main work is to introduce the ways and techniques of Project Plan Management, finish the research andanalysis about the technique in nowadays, and account for the limitation and the disadvantages.Introduce, analyze and research on Work Breakdown Structure, Critical Path Method, ProgramEvaluation and Review Technique, Particle Swarm Optimization,Time Petri Net, account for thefeasibility, the effective efficiency and the advantages by using the advanced ways and the newthought to solve the problems in Project Plan Management.2. To the blemish of PERT in the project plan management, the lack of messages of thewhole project and the digital tasks, the disadvantages of controlling process and the limitedability to adjust the project, a kind of optimization arithmetic which is called PSO is introducedby this thesis and an advanced technique to PERT on PSO, which is called PSO-PERT isproposed. The advanced technique can offer the quantitative index point, get the better ability ofcontrolling project and adjust the mistakes in time.3. To how to get the balance of the time and the cost and how to make the plan of therelative and best solution, propose a technique on PSO to solve the problem of Time CostTrade—off. It is suitable and effective to this kind of problem.4. To parallel task system, parallel task scheduling may cause the problems of wasting ofresource and time, delay the project process, have an influence on the ability of making use oftime, hardly getting a relative and best solution a solution, a parallel task scheduling Based ontimed Petri Net is proposed. To many kinds of algorithms, their complexity usually quite high,the processes have hardly been showed directly. It is lacking of the ability of describing thechange of the process stating. Finishing the parallel task scheduling with timed Petri Net cansolve the problems mentioned above preferably, the advantages in saving time and advancingresource are seen obviously.
