Tax Management System has gone from standalone hosts to networked systems,from exclusive to shared, from decentralized to centralized. It has made remarkableachievements. However, most of tax management system have many deficiencies whichare small function of business and utilization of tax information small sharing andunguaranteed of network security and dull display regional tax. These defects affect theefficiency of the tax department. Tax leader of department is not conducive to themanagement analysis and decision-making. The development of information technology,provides a new opportunity for the construction of efficient tax administration system.In this thesis, based on WebGIS tax administration system, the fully integrated taxadministration and location, strengthen information security and tax approval processautomation, both user-friendly online tax, but also improves the efficiency of the taxadministration work. First, the thesis research on domestic and international taxmanagement system, to analyze their strengths and shortcomings; application based onthe current tax situation, designed and implemented a combination of WebGIStechnology, role-based access control technology, workflow technology and networksecurity technology The new tax management system. The design of the system withtax officials tax-related online approval, tax online call, regional statistical analysis;business online reporting, tax refund online application, inspection of tax policy at thesame time. The main innovation of the thesis such as:(1)This thesis combine GIS technology with tax management system. It associatethe tax management with the Google location information for tax collection andmanagement work very intuitive graphical.These methods are aimed for leadershipdecision-making at all levels to provide the map area; same time taxpayer can provideconvenient, intuitive query function, to improve the overall efficiency of the tax work.(2) This thesis is full use of information security technology. It uses Role-BasedAccess Control technology to achieve access control permissions on the platformoperator; It uses RSA technology for data encryption core data security transfer.(3) the design of the workflow implementation, tax management line standardization, standardization and process automation, thereby effectively improvingoperational efficiency, reduce the workload.This thesis provides a new idea for design tax administration systems which iscombined workflow technology,role-based access control technology with WEBGIStechnology. The system will bring much economic or social benefits.
