Prison is the penalty enforcement authority of a country."Security" is the toppriority of the prison. The continued security and stability of prison is strong politicalguarantee to promote economic development and build a harmonious society.At present, the introduction of the Criminal Law Amendment (Eighth), hasbrought profound changes to custody committed structure in prison; the inherentproblems in prison and frequent escape events have dramatically attached public’sattention to prison; the party and the state put forward higher requirements prison workin the new period. All of these raise new issues for prison in terms of security, lawenforcement level and quality transformation. It is out of this background that I try toidentify, track, locate each person or thing through RFID and to form organicintegration and response linkage between RFID and other information system in theprison.This thesis introduces the research prototype by addressing the outstandingproblems in managing the criminals during the current development process of theinformation technology in prison. RFID-based regional management systems ofcriminals is developed based on the understanding of the principle of RFID, thecomparative analysis of the mainstream positioning technologies as well as theirsuccessful application in foreign prisons, combined with the actual situation ofZhejiang Province Women’s Prison. Located in C/S structure, with Microsoft.net as theplatform, Visual Studio2005as the development tools and SQL Server2008as thedatabase, the software of the system in this paper is one that applied in security system.This system builds model with the Analytic Hierarchy Process modeling, whichdesigns the overall system architecture based on modeling and the analysis of needs.The system is comprised of five subsystems: personnel positioning, businessmanagement, statistical inquiry, systems management, communications and externalinterface. After login in the system, users are free to switch interface among the varioussubsystems. The data of the various subsystems can be shared and integrated throughthe database. The system can achieve in time grasp of the dynamics of criminals in the prison,the inquiry of the real-time information and the location of criminals, real-timemonitoring of the status of the activities of criminals, regional location and automaticstatistics of the numbers of criminals relying on the network platform andtechnological means. While reducing the intensity of police work and improving theworking efficiency, this system can help judge the behavior of criminals, grasp theirdynamic and improve emergency response capabilities and personal safety andprotection of the police in emergent events. Therefore, it can play a leading role in theprison system throughout Zhejiang province.
