With the rapid developments of telecom industry, the public people have higherrequirements on types and qualities of services which are provided bytelecommunications network. Meanwhile, inherent problems in fixed telephonecommunications are becoming more prominent, mainly in low call completing rate andhigh system load. To solve these problems, the service provider put a new call backsystem on agenda to improve the connection rate of fixed-line telecommunications.This paper adopts B/S three-tier software architecture, it makes application ofMVC development model, selects Oracle database, uses advanced ideas ofnext-generation network (Next Generation Network, which is briefly called NGN).For"call back" this traditional telecom value-added service, it proposes a new solution. Theprogram is based on soft switch media transmission, compared with the traditionalcircuit switch it is more flexible. At the same time, this paper also gives a new scenariofor important agreement in NGN-Session Initiation Protocol (Session InitiationProtocol, referred to as SIP). After it carries out study on SIP agreement which can beused in tripartite communication control, it formulates signaling process which can meetbusiness needs of "call back system". Since this system is7x24hour on-line system andthe data need to be processed in unit time is very large, in order to solve bottlenecksencountered in system performance, it makes use of cache, database connection pooltechnology and multi-threading technology. Meanwhile, in order to ensure the systemsecurity, it makes use of multi-threading-safe technology.The system realizes acquisition function in busy signaling by call back systemthrough receiving and parsing the signals from vendor; it makes use of hash table foroverlapping and matching with the received signaling to complete business processing.Base on SIP protocol, it formulates customized tripartite calling process which suits thissystem. It implements SIP external calling function to successfully solve the traditionalcard-based outbound call back system which can lead to resource wastes and high costissues.Call back system which is completed in this thesis can achieve design objectives and requirements through function and performance testing. It has been applied inShanghai Telecom and has achieved good results. At the same time as the goodperformance of the system and good profits bring to customers; later it will also becarried out in the other province Telecom.
