With the rapid development of economy, the number of vehicles in China isincreasing significantly. However, the road development appears less advanced. Thecontradiction between the vehicles and the roads is huge, which relevantly brings nosmall managing stress to the Department of Transportation. As a result, the departmentshould better control and manage the urban traffic intersections and know about thetransport in some busy streets, such as the operation of the vehicles around, the amountof pedestrians as well as the traffic security. It is powerless by manpower alone.Therefore, the application of information technology of the remote road videosurveillance system to transport management will surely relieve the unnecessaryconsumption of manpower. Through the rapid and intuitive information provided by thesystem, the traffic administrative department can make an accurate judgment to thetraffic accidents and traffic jams and then take immediate actions.This thesis introduces Zhongshan traffic video monitoring informationmanagement system development background, system analysis, system design, systemimplementation and testing.The project is a part of the design proposal of the second-stage construction of thesecond phase of the implementation of Zhongshan intelligent traffic managementsystems carried out by Zhongshan Traffic Police Detachment. The research goal of thesubject is to establish the traffic video surveillance information management system inZhongshan city, to deal with the current information transmitted by high speed andhigh-definition camera guns which are installed on the roads, including the vehiclesaround the crossings and roads, pedestrian flow, and the traffic security situation and soon. Hence, the information, such as the rate of road occupation, vehicle density, thelength of cars, the circulation, and average speed, can be collected timely and correctly,so that they can be classified according to different categories. The managingdepartment can conduct the accurate, stable, automatic and all-day monitoring, lawenforcement and punishment to the series of traffic offence, such as over-speed,retrograde, running the red lights, parking in a no parking zone, pressing the yellow line, taking bus lanes etc. The system can effectively resolve the current problems of thefragmented traffic management system, numerous subsystems and the poor informationsharing. Besides, the system can effectively achieve resources sharing, eliminate theinformation islands, and greatly improve the automatic level of the management andenforcement of Zhongshan traffic management department, which lays the goodfoundation for the eventual establishment of the intelligent traffic management systemsin Zhongshan city.The system’s architecture program is a three-tier structure. Web-based applicationinterface layer is the top layer. The second layer is logic layer which is used forauthentication and device management. The third layer is the data layer including dataanalysis services, data collection, data processing and storage. The system uses adistributed storage and component design. This thesis studies the large amount of dataread and write optimization techniques, and concurrent reading and writing skills toachieve a system of massive data. In order to solve the problem of rapid expansion ofthe traffic monitoring and the upgrade problem result from the rapid growth of trafficdata, the data layer and logic layer of the system use the scalable design architecture.The development of the Zhongshan intelligent traffic management systems is aproject that is improved with the increase of the experience and continuousimprovement process. There are some reserved modules need to be developed, soSystem requires continuous improvement. According to the actual needs of the sector,the needs analysis, system design, system development and final system testing anddeployment were made. A more systematic, detailed system was developed.
