The runtime quality and service quality of IP network is drawing more and moreattention because it is the basis of various networks, such as next generation networknetwork, business special network and mobile data core nets and so on. Networkmetrics for monitoring and measuring, analyzing and evaluating network status havebecome important means for designing, constructing and maintaining IP network. Atpresent, the methods for evaluating IP network are mainly based on evaluating,analyzing and synthesizing of metrics framework, which are both lack of specificnetwork applications, comprehensive consideration for different users and authoritystandard model. Based on the various evaluation methods, we analyze various metricsframework deeply for IP network quality and then monitor and evaluate the quality ofthe network with the help of users’ perception.Firstly, we study the objective metrics framework and its general methods formeasuring IP network in terms of application requirements including monitoring,analysis and evaluation of IP network. At the same time, from the service layer,subjective evaluation method of network users’ perception has been introduced topropose indicator evaluation system of KPI related application.In this thesis, a terminal of collecting data of network quality is realized by usingJAVA programming language. SQLite is applied to store and manage the data. Acomplete system is formed for monitoring and evaluating network quality. The systemis measured in a one-month for different network access methods, different networkoperators, different operating period, and the testing results form of charts can be usedfor analysis.
