In the stealth and anti-stealth research,the most important thing is to understandthe radar scattering characteristics of weaponry. the two major methods of the radarscattering characteristics research are theoretical calculations and experimentalmeasurements.Because computational tools all suffer restrictions andlimitations,engineer must rely on testing to overcome computational difficultiesIt is essential to make measurement for concept validation,RCS reduction, designof new products and improvement of existing products.RCS measurements can obtainthe target feature data to establish target feature database.The attraction of outdoor ranges for RCS measurements is that they can bedesigned to measure large targets over wide frequency ranges. in this thesis, the basictheory of pulse-to-pulse frequency shifting technology is discussed. then the structuresand implementation approaches of pulse-to-pulse frequency shifting radar system areproposed:1. The target’s RCS data process method with pulse-to-pulse frequency shiftingdata format is researched,and the principle of ISAR imaging is researched.2. A design approach of pulse-to-pulse frequency shifting radar’s parameters isproposed, the principle of double-channels radar is researched. by using “time-devision”technology,the double-channels measurement is realized.3. A design approach of time-sequence control unit is proposed. realizedtime-sequence control function by using only one FPGA chip Instead of traditionaldigital Integrated circuit.4. A design approach of the control and communication unit is proposed. by usingsingle-chip-microcomputer and network module as its core, realized thecommunications and controlls between radar and computer.5. The structure of IF digital processing module and signal flow are researched. theselection of core processor is introduced. completed the development of IF digitalprocessing card and estimated the demodulation error.6. According to working environment, a approach of performance testing is designed, the performance of RCS measurement system is tested in the laboratory andoutdoor field.
