The Energy Management System (EMS) iES500E of Bazhong Grid wasestablished and put into operation in2007to monitor the safe operation of entire grid.The web-based MIS is built on the foundation of SCADA, and all sectors are requiredto access the important grid data. However, in actual operation, iES500E does notachieve the goal of access control and delaminating and districting management, andthere are also certain risks in its safety. Furthermore, the interference of abundantnon-partitioned information disables the system to quickly determine the grid operationdata and do optimization analysis, resulting in the loss of the best chances to handleincident.This thesis starts with the current situation of the Energy Management System(EMS) in Bazhong Grid. Then it discusses how to use an effective regional accessmanagement in grid dispatching to develop a web regional publishing system based onMIS access control. This study is of great realistic significance for promoting theintegrated management mode of electric power control, improving the quality inmonitoring the running gird devices, increasing the speed of incident handling andimplementing the integration of dispatch and monitor.The software system development and design of object-oriented B/S three layersystem framework based on selection of Microsoft Corp, mature ASP.NET4technologyapplied in the VS2010platform, the database uses Microsoft Office Access databaseeconomic applicable, the data exchange with iES500E database Oracle9i. ShowBazhong Power Grid Substation wiring diagram showing various types, data reports,curve charts, flow chart and the other based on user demand customized data charts.Departments at all levels, the person in charge of the unit and holding, the dispatchinginstitution escrow company can through this system, browse and query and statisticalanalysis of all kinds of power grid data..At present, MIS permissions access controlsystem has been put into operation in Bazhong Electric Power Bureau (BEPB). Itsnormal operation, reliable performance and good effect all prove that the grid’s safetyand reliability has been improved, and the new system succeeds in providing a technical guarantee for the economic dispatch of grid. Given all that, it makes a great contributionto the grid dispatch of BEPB.
