Frost is the second largest natural disasters in Ningxia autonomous region,causing hundreds of millions economic losses a year. Therefore, a real-time andreliable frost disaster monitoring system is imperative. The purpose of this paper wasto build a frost monitoring system based on Fengyun no.2and Fengyun no.3data toprovide timely, reliable, effective disaster information for Ningxia autonomousregion.First, the necessity of remote sensing frost monitoring system was proposed,combining the urgency of frost monitoring and research statuses of remote sensingmonitoring methods, frost monitoring indicators, classification standards and existingmonitoring systems. Then, the construction scheme of monitoring system wasanalyzed. System constructions including overall design targets, structure design,system interface design, database design, security design, programming platform andrunning environment of the system were designed after the analysis of functionalrequirments and non-functional requirments. According to the proposed design ideas,system modules were implemented by using of both computer languages such as C#,IDL, database and programming environment like Visio studio2010By collaborationbetween various modules, functions about Fengyun satellite data access, geographiccoordinates, radiation calibration, land surface temperature inversion and frostmonitoring could be achieved. By using of the surface temperatures and frost indexes,frost distributions pictures could be made in the system. Frost information could beshowed stereoscopically by using three-dimensional model. The informationincluding satellite data, user information, monitoring areas and disasters have beenmanaged by ADO.NET component technology. The rights of the user could also bedistinguished in the system to guarantee safe operation of the system. Lastly, both thetests including system function test, system safety test, stability test and themaintenances of program, data files, code, machinery and equipment of the systemwere listed. These proved the authenticity of the system, the standardization of thesystem design, security, stability and reliability of the system. Since March1,2013, this system has been applied in two orchards (1320ha and1530ha) in Ningxia autonomous region for frosts monitoring using Fengyun no.3Aand B with resolution of1km. It has successfully monitored the frosts on April5,6and8,2013and no frost on April7,2013, which preliminarily proved thepracticability and reliability of the system.
