Emotional TV talk show is a new program format in China in the1990s. It does have been in fashion with CCTV and Provincial satellite TV and Local channels, for its low costs of production, the high ratings and audience’ loyalty. By this time, Emotional TV talk show had joined Talent show as objects of producers’ fascination, since it is a guarantee of high ratings.The popularity of Emotional TV talk shows is not a random phenomenon and it’s the product of China’s social transformation, also the requirement of public spirit. This kind of program put private words which will involve personal and family issue into public domain in order to trigger social interaction, by means of discussions, communications, conversations and agreements.Furthermore, in the time of this undergoing rapid and drastic change of society, social integration mechanism became so weak to integrate the contradiction and conflict which is raised by people’s differences of interests, Emotional TV talk shows appeared and established a platform ensure the interaction of all parts of interest, as a mediation system to maintain the established social relations. On one level it is an exploration and innovation of media participation in public management.According to the insights of sociology, communication and media ecology, this dissertation takes plural markers in Emotional TV talk shows as the object of investigation, analyzing the public dialogue platforms and its operating mechanism. On the basis of these, the author also summarized the function and significances of public dialogue.The introduction contains the significances of the subject, research method, research status and the research approach.The second chapter summarized the basic characteristic of the Emotional TV talk shows in a macro view. According to the request of actual project, the argument in this paper, defines newly of what is Emotional TV talk shows. Then the author analyzed it from dimensions of social, culture and individual, and summarized its developing principles by a brief review of the course of development.The third chapter is the most important part in this paper, using a combination of case study method and holistic approach. Base on the case study of the program "WHO IS TALKING", this part of the analysis is mainly from four aspects:public dialogue circumstance—a double dialogue established by TV media; market participants—mainstream discourse, Professional discourse and public discourse; dialogue process—multiple interactions between principal parts with or without presence transcends time and space; possible outcome of the dialogue—initiating massive social interactions.The fourth chapter summarized and analyzed the program’s function of social service from the aspects of individual, family, audiences and society, and show clearly on its active role in many aspects interact of our social systems. The fifth chapter put forward the limitations of public dialogue, which is because the imbalance of discourse role in the structure of power and the constraint of social role positioning.
