Wireless heterogeneous network that consists of kinds of radio accesstechnologies is considered to be an inevitable trend of the future wirelesscommunication system. Due to the differences in working frequency band andtechnology standard, the utilization of the radio resource in the heterogeneous networkis very low. On the other hand,there is a great need for a solution to the problem ofspectrum resource depletion. Cognitive cellular network is a new kind of network thatapply cognitive radio technology to heterogeneous cellular systems to solve theproblem of spectrum resource depletion and improve resource utilization. In thecognitive cellular network, how to coordinate the usage of the radio resource andimprove resource utilization on the whole is the key problem that the resourcemanagement and control technology is responsible for.This dissertation proposed a novel cognitive cellular network scenario andintroduced the advantages of the scenarios firstly. Based on the scenarios, a centralizedradio resource management framework is proposed, under which the functional entitiesand interfaces are given in detail. Finally, this paper analyzed the problem of radioresource allocation in the proposed cognitive cellular network scenarios byoptimization method and proposed a resource allocation approach based on theproposed radio resource management framework. This approach can achieve areasonable allocation of radio resources and improve the Overall utilization ofresources in the multiple user case. The simulation results show that the algorithm weproposed can improve the capacity of system and utilization of resources in thepremise of providing users with satisfactory services.
