Design On The Exchange System Of Medical Information Under The CDA Standrand And Security Policy

With the support for the reform of medical by our government and increasinglyserious imbalance of health resources, informatization of regional medical hasbecome the trend of the future of medical information. In this paper, we done anumber of studies, then raised a kind of medical information exchange platformarchitecture, and focused on the platform of the electronic medical record exchangecontent and organization form of document for the detailed analysis and design. Inaddition, on the basis of the analysis of the related technology of domestic and foreignelectronic medical record privacy protection, we proposed a role-based access controlmodel on the security of electronic medical records.Medical information exchange platform is mainly used for sharing of data aboutelectronic medical record in different medical institutions, meet the needs ofindividual identification, indexing, data exchange, data storage and data retrievalservice. On this basis we designed the medical information exchange platform intothree layers: regional medical information exchange platform, Institute of medicalinformation exchange platform and internal application system in medical institutions.On this basis, this paper focuses on the process of service exchange platform andhospital information system were analyzed, and entered a hospital in Beijing toresearch and analysis the structure of application system in hospital and its problems.After we analysis of the structure of hospital information system and the existingproblems, by reading a lot of literature and the regional medical information case, weraise an issue of the use CDA standard based on HL7as the Standard Specificationfor data acquisition and transmission of file sharing. We will analysis of the design ofthe electronic medical record exchange file based on CDA standard in the fourthchapter, which includes electronic medical record based on CDA standard, namingdesign of CDA document, design and implementation of CDA document.Medical information exchange platform is an open platform used for informationsharing of electronic medical record, contains a large amount of privacy information.How to ensure the security of this privacy information will be a major problem in theconstruction of this platform. In our text, we study three kinds of technology ofprivacy protection: access control, XML data signature, anonymous. Then we proposea mode by role based access control which is suitable for the electronic medical record security protection. The model not only can realize the dynamic allocation ofroles and permissions, and the access levels and access time which use to control ofelectronic medical records data are also provided.
