The paper builds a platform which can provide vehicle rental service based onthe service mode of BIRIS(Bilateral Resource Integration Service, BIRIS).Theplatform can collect idle vehicle resource on the society, then integrate them intomany new service resource. As a result, the platform can satisfy customers’ personalrequirements and can make full use of vehicle.What’s more, the platform providesreal-time scheduling and real-time monitoring service.The research of this paperinvolves basic maintenance service, the pattern of vehicle service, the real-timemonitoring, real-time scheduling, the business process, and so on.The nedds analysis of the vehicle platform based on BIRIS is made.The papergives the application scene of this problem, and anylses the function of this systemfrom varous angles. Then the performance is analysed in different ways. Moreover,the paper design the business process of this platform, and confirm the services thatthe palatform provides and gives corresponding interpretation.The paper analyses the related theory and key technology. The paper researchesthe theory of real-time monitoring. It also describes the problem of vehicleshceduling,defines the constraints and target function, and the mathematicalmodeling of the problem is made. Then this paper designs the overall process ofthe algorithm,defines the feasibility of time, and introduces the initialize and tabusearch in detail. An application case is made for this algorithm, and many data aresimulated to verify the accuracy and feasibility of this algorithm. The initialsolution and optimal solution are compared to illustrate the algorithm’s effect.The author designs the vehicle service platform based on BIRIS-SSP, anddesigns the overall function of the system, the author makes a detailed breaks downof the functional modules, and design the architecture of the system. Managementobjects of the platform are identitied and designed, including vehicle resourcemanagement, car request management,real-time data management and businessbills management.The realization of the system from the classes to the overall process of theprogram is introduced, and each stage of the program is tested. The system cancomplete a comprehensive vehicle rental service processes, can provide manyservices such as real-time monitoring, real-time scheduling, seek help andmulti-mode vehicle service.
