Scalable video coding is a new video encoding technology which can encode thesequence of images of different quality, different sizes and different frame rates into asingle bit stream. Joint Video Team released the Scalable Video Coding standard as anextension of H.264in2007. Since SVC can well adapt to the complex networkenvironment and diversification of the terminals, it is very suitable for media serviceapplication in a variety of access environment. It inherits many of the advantages of theH.264/AVC, and having a high coding efficiency and flexibility of use. In this paper, thefollowing works is done based on learning and research the H.264based scalable videocoding technology inder to promote the SVC towards to practical applications.Firstly, this paper briefly describes the value and development state of the scalablevideo coding, illustrates the problems that SVC have a low encode speed and thecommon solution to it, analyses the key technologies and the implementation methods ofdifferent scalable coding types in H.264/SVC.Secondly, this paper analyses the temprial and spatial combined structure of SVC,discuss the correlation between space, time and different levels on mode decisions basedon the experimental statistical. Depend on the observation, this paper proposed a fastmode decision algorithm for the temprial and spatial combined scalable vedio codingstructure.The algorithm is based on skip mode detection and macroblock type. And ittakes advantage of the correlations on mode decision between current macroblock andit’s neighbors to get a good acceleration effect, while a very small effect on SNR and bitrate.Then, on the basis of the research of combined SVC stream structure and RTPprotocol transmission mode, this paper proposed a simple and effective SVC streampackaging scheme using RTP. This scheme can implement the selective transmission ofSVC and reduce packets to send with improving of transmission efficiency.Finaly, the paper build a streaming media on-demand system that supportsigle-session transmission of SVC by extending and modifying the open source streaming media server live555to make it support the SVC stream format.And useMplayer with Open SVC Decoder integrated as the reciver client. The system can clearlyand smoothly transfer and play the video stream of SVC.
