As new telecommunications technology development, there are more andmore types of telecommunications networks, and a lot of access networksystems, such as2G,3G, WLAN, WiMAX, etc. Each network needs to ensurethe legality of their user’s identity, needs to have its own set of certificationsystem. On the other hand with the development of network business, theusers want to use a variety of business, if every business needs its ownauthentication system, it will cause too much of the branch, operators willinevitably cause a lot of money to update, purchase a different authenticationdevice or software, but also increase maintenance costs.This paper mainly focus on access and diversity issues arising frombusiness certification and uniform certification requirements, raised thepossibility of a unified certification, hope to eventually be able to achieve aunified authentication mechanism to allow a variety of access networks canprovide a platform for a variety of value-added services. After analyzing thesituation of identity authentication system, we propose a unified databasebased on user authentication implementation framework, realize the unifiedmanagement of users and accounts.The scheme is based on the user database and single sign-onauthentication model, combination of extensible markup language (XML), Webservices, simple object access protocol (SOAP), remote authentication dial-inuser service (RADIUS) and other technologies, achieve a unifiedauthentication and application services independent. System used in a varietyof interface technology and interface protocols to ensure that the existing userdatabase and all system operators have a seamless connection and thestability of the new system.
