With the rapid development of information technology and application field expanding, especially the speed of development of science and technology enhancing and the further development of informatization construction in recent years, the project numbers applied rise dramatically. Meanwhile, in the review process of projects, more and more problems would be met, such as whether the project research is meaningful, the use of funds reasonable, the participated unit is qualified to complete the project, the qualifications of the participants and so on.In order to solve these problems effectively to better achieve the planning and review of scientific and technological resource projects. First, in this paper we analyzed various methods about the decision support system of data aggregation, and get an inquiry approach of group physical data aggregation. Based on group query and materialized methods, the problem of numerous data excel query efficiency is solved perfectly, and using the method in the system, it makes efficiency of inquires greatly improved. Secondly, this article, based on the bayesian networks, puts forward the basic bayesian network evaluation system model for science and technology resources. The model takes advantage of the characteristics of science and technology resources. The paper establishes the corresponding bayesian networks for evaluate science and technology resources, according to the evaluation factors. The paper uses the bayesian network reasoning and study method to evaluate science and technology resources. Finally, this paper, based on the bayesian network evaluation model of science and technology resources, designs and implements an evaluation system about science and technology project, goes through the online test before, and finally gives the show results. The system demonstrates the validity and feasibility of the model mentioned above, proves the correctness of the research method, and realizes the information-based management, evaluation and analysis about science and technology resources project.
