Basic education is the basis of the education and the primary school is in the center of this base. Education equity is the cornerstone of the social justice. So the fairness of the primary school will effect the development of the society. Since the late1990s, with the development of the social economic and the process of the industrialized city, the supply of the land of the city becomes rare. Although the one-child policy has made the school-aged population increasingly reduced, but the teaching conditions show no progress which contradicts with the increasingly demand of the quality education.The distribution of schools is a dynamic development and this directly influences the education especially the students of basic education. The distribution is also a extended and gradual process and it has a close relationship with the development of the social economic and the condition of the population. The distribution is a complicated and systemic process because it is the reflection of all kinds of social problems and the interests of different social groups. After years of continuous adjustment, the opportunities for scale has been improved and the educational resources has also been optimized. But in the same time, it also caused some social problems such as school choice, huge school, the safety and long distance of going to school which capture the attention of the society.In rural area and the remote villages in mountains, the problem of the distribution of school is " having a school to go to" which means the equal opportunities of education. While in urban area, the problem is "going to better schools" which means the achievement of equal quality of education.This paper is divided into four parts:The first part focus on the origin, the purpose, the significance and the research methods of the study of distribution of schools, together with the analysis and summary of the related researches and the dissection of related connotations.The second part concentrates on the status quo of urban elementary schools. The statement will begin from four aspects and they are the school scale, the condition of school, the ease of attending school and campus environment.The third part will explain the problems existing in the distribution of elementary schools. There are three contradictions and they are the contradiction between the education scale and the quality of education, the benefit and the equality of education, schools and students.At last, on the basis of the analysis of related theories and reality and the profound consideration of the problems of the distribution of the urban schools, the writer puts forward that China should improve the quality and equality of education by optimizing the distribution of urban schools.
