It has been the fourth year for higher education institutions to undertake the workof information disclosure,since"Higher Education Institution Disclosure InformationRegulations"(hereinafter referred to as Regulations) was implemented,September1,2010.With the development of economy and society, and the global democratizationprocess was promoted,people increasingly strong demand for the right to know.As amajor provider of higher education services,universities and colleges have independentdiscretion conferred by law in student recruiting,major setting,student recordsmanagement,awards assessment etc.They attracted mass attention of the wholesociety.After the Regulations was implemented,through the survey on university andcollege websites,the situation that higher education institution information disclosure isnot as we expected.However the Regulations provides the website to be the primaryplatform for information disclosure.So,we need a new platform to achieve the goals.As the education services provider,universities and colleges have more significantresponsibility than administration.But the development of government microbloginspired us in higher education information disclosure.Though there have been a lot ofuniversity microblog launched.Most of them have no business with universityinformation disclosure.We need to launch a new microblog form to execute unniversityinformation disclosure.And it is indispensable for us to creat a set of mechanisms toinsure the new microblog to operate efficiently.This artical starts with the review about the current situation of higher educationinstitutions information disclosure and the basic theory of microblog, and the researchfound that there were few remarkable results in disclosuring university information bywebsites.On account of the merits in technology, propagation mode and impacts themicroblog has,we could raise the view that university information disclosure could be combined with microblog to promote the progress of information disclosure.Throughanalyse the status quo of the university microblogs and the development ofmicroblogging in China,we could conclude that university microblogs have somedisadvantages in self positioning,refresh cycle,interactivity and operationsmanagement.Based on the conclusions above,the author created a set of mechanismsabout university information disclosure microblog,including the layout of microbloghomepage,the composition of management team, the operation process,the principles ofoperation and the norm of management.
