Research On Information Disclosure In Chinese Universities

In 2007, the implementation of the “the regulation of government information disclosure”, is a milestone and a starting point for administration information disclosure and the legal system of our country, and provide a legal basis to protect the rights for information of our citizens. In 2010, the Ministry of Education introduced the "Higher Education Information Disclosure Measures",thus extend the information disclosure from the government level to Universities and Colleges, Information disclosure work thus started, some colleges and universities established the university’s information disclosure implementation details and information Publication Guide under the " Measures ". In July 2014, to promote the depth work of university information disclosure, the Ministry of Education developed "Colleges of information disclosed list " under the "Regulations" and " Measures ", required 75 colleges and universities which is under the Ministry of Education fully disclosure items listed in the list to the public before the end of October 2014, and requested relevant local universities and colleges to implement the content s of list in accordance with the request of the provincial education administrative departments and authorities.To some extent, the "measures" and the university information disclosure policy constructed the institutional framework of university information disclosure, however, the effect of university information disclosure is not satisfactory, for example: university information disclosure work may not be implemented, at the same time, public participation enthusiasm is not high, information disclosure seem dispensable, etc. thus information disclosure did not play a role in oversight of public power, contributing to university governance, perfecting the modern university system, and promoting the positive role of government reform and innovation. Therefore, this article attempts to use comparative analysis and empirical analysis, according to comparing with the United States and the British University Information disclosure policy, and to Investigate and analysis of the information disclosure of 75 public colleges and universities directly under the Ministry of Education, thus to understand our university information disclosure status and the existing problems, explores the root causes of the problems, and then propose the approach of lifting the plight o f university information disclosure by combining with the problems and causes.
