In our country Undergraduates as the main body of popularization of higher education and play an important role in all walks life are facing the challenges of improving level and international competitiveness.In order to solve the problems, scholarship policies are given high hopes.According to the "Undergraduate Student Handbook (2012-2013)" of the H university. Undergraduate Scholarships can be divided into four types:Freshman Scholarship, Outstanding Student Scholarship, Social Scholarship and Government Scholarship. Due to the Outstanding Student Scholarship is based on the actual needs of H university development, Outstanding student scholarship Policy making and adjustment has a great deal of autonomy. Therefore, this paper focuses on the study of Outstanding student scholarship Policy. According to the process of policy operation and combined with the actual situation of H university outstanding scholarship. The research is carried out from four aspects:The value orientation, Scholarship policy design, Implementation, and Follow-up support. Through questionnaire, interview method, Firstly, Analysis of the current situation; Secondly, Find the problem, explore the reasons. Thirdly, according to the results of the survey and combines with Shanghai H school specific situation, using the relevant theories to put forward some Suggestions. This is not only conducive to H university properly solve the problems, but also have more important significance to encourage H university students learning enthusiasm, especially for the H university in keeping with the times to achieve the goal of accelerating to catch up with the domestic first-class university.At last, points out the deficiency existing in this research and does not solving problems.
