The Countermeasure Analysis Of Graduate Education Development In Western China

Since the Western Development Strategy, the economy is growing rapidly in the Western China. However, the high-level talents in the western region still can not meet the needs of the regional economic development today. In this paper, based on combing the related policies and practices about graduate education development in Western China, to explore the effect of existing policies, analysis of existing problems, and put forward the corresponding countermeasures.This paper is based on combing the related policies and practices about graduate education development in Western China, find that western graduate education after more than ten years of development, has made great achievements. These achievements mainly as follows:expansion of the scale of graduate students, enhancement of teachers’level, improvement the management level, raise the ability of Scientific research, etc.But this paper also find western graduate education are still have many problems, such as the gap in the west,east, central, lack of teachers, lack of funding, unbalanced development between the western provinces, and the development lags in professional degree,etc.And this paper particularly analyzes the practice of the "Western universities counterpart support plan", find the factors which influence this plan effect include funding, teachers, planning, institution, research, lack of research and the exchange of experience and others.Finally, this paper gives some countermeasure advices of western graduate education respectively from the national level, provincial level, western university level. On the national aspect, it is suggested to strengthen top-level design, construct policy indicators system, improve the incentive mechanism and evaluation mechanisms, make a plan of remote postgraduate education development, increase financial investment and so on. On the western provinces, the Ministry of Education and other departments aspect, it is suggested to strengthen coordination and communication, strengthen advocacy and communication platform construction, according to the western economic development needs, coordinate graduate education development level between western provinces and cities, carry out the4%of the financial investment goals, etc. For the Western Universities, it is suggested to do postgraduate education development plan and universities counterpart support plan, improve counterpart support activities, optimize the discipline structure, try out the principal recruitment system, strengthen faculty building and develop the frontier of international education and foreign joint schools. Western universities should draw on the experience of other university’s graduate education measures and reform the graduate training system.
