The out-of-school training industry started very late, but the speed of development is fast. The education training industry only has a few decades of history, but in China, almost major cities have certain scales, and the out-of school training has become an integral part of the market economy and education.Now, the out-of-school training coexist opportunities and threats, the improving residents’ consumption level and growing consumer demand has provided a broad space for the out-of-school training for children. But with the foreign training institutions entered, the disorderly competition between the industry, unclear understanding of the long-term development of education training, the development of education training face great challenges. In order to retain a seat position in a highly competitive environment, the education training institutions have to focus on the training quality.This paper is based on Total quality management theory and ISO9000quality management standard theory, and the author suggests to build quality assurance system of out-of-school training by market principle, free competition, quality commitment, standardize access, rights and interests protection and tripartite cooperation principles. Meanwhile, the paper presents to use training institutional mechanism, market mechanism, government operation mechanism and social operating mechanism to protect the training quality of out-of-school training.Based on surveys and interviews, the paper describes the education and training market condition and quality assurance condition in Jinan. After analysis of the market, the author summarize some problems of out-of-school training of Jinan:the teacher’s teaching level needs to improve, low quality of the professionalization and specialization, course content is lack of innovation and the curriculum cannot satisfy students’ effective demand, infrastructure cannot provide adequate resources for students, management mechanism is not perfect, management and operation are lack of standardization and quality assurance system is imperfect. The paper analyzes these issues from both internal factors and external factors.Based on the causes of problems and issues, this paper presents the overall framework of training quality assurance system for Jinan City, and put forward concrete strategies to protect the quality of training of Jinan from internal and external quality assurance system. This paper argues that training institutions, government departments jointly with the public security guarantee training quality. Education and training institutions need to increase the sense of ownership, from teachers, teaching, and course development, material, cultural and spiritual culture construction, management, information collection, assessment to enhance internal quality and guarantee the quality of education and training. Relevant government departments need to strengthen supervision and regulation from legal perspective, the level of entry barriers and other aspects of law to monitor the behavior of educational institutions. The public should play their own value and supervise the training institutions and relevant government departments by means of public opinion.
