In recent years, the wide scale of resource exploitation in Inner Mongolia has supported the development of industry and urbanization progress of our country efficiently. Meanwhile, it also derived the development of provincial economy and other relevant industries. However, for the local herdsmen the advantages from resource exploitation are limited. The reason is that opening up of mineral resources not only occupied the grassland which was necessity for the herdsmen, but also deteriorated the environment, which would lead to migration of natives so that they will meet with much more difficulties and challenges in cities. What’s more, because of low education and lacking of professional skills, the employment and development for hersers in cities became more rigorous. Due to the undone compensation mechanism of land acquisition and incomplete social security system of our country, the herdsmen who rented out their land are facing great challenges to make a living, which was one of the main reason that lead to public event. These factors also affected the reconstruction of harmonious and course of every nationality’s co-prosperity and development.In this paper, the writer gave an example of Shar-chuluu Gatsaa in Darhan Muumingan Banner, Inner Mongolia and did a case study to15families, regarding employment status, income, consuming expenditures, housing conditions, socialinsurance, arrangement of leisure time, children’s education and so forth. Via embedded investigation to these aspects, the writer basically understood their living conditions and the difficulties they are facing. Therefore, the writer gave some suggestions to improve the living state of herdsmen who rent their land out on the base of careful analysis of their bad living situations.
