At present, the state gives the seriously attention of professional competence for higher vocational students’. The level of professional competence in relation to personal development and long-term progress of the vocational education. Because of there is no uniform standards, leading to a series of problems have hindered the development of vocational education. Therefore, the study committed to build competency standards system of higher vocational students’. Hope to further promote the study of professional competence, providing scientific reference of the training for vocational students and development of professional competence. While availing to improve the validity and reliability of evaluation. While adopt the ways of literature research, survey research, comparative research and case studies, mainly dividing into five parts in the thesis. First of all, the relevant study issues raised in the introduction, analyzing the basic concepts about competence, Professional capacity, professional capacity and standard system. At the same time conducting the view of the study. Second Part is theoretical discussion. From the context of the historical development to analyze the professional competence view and make sure of the meaning of profession competence. According to the training objectives, reflecting the characteristics of professional competence for higher vocational students’. In order to prevent to blindly copy by comparing the national profession standards to the professional competency standards. Third Part is base on the foreign experience to analyze the UK and Germany and Australia professional competency standards for giving inspiration to build our country standards. The fourth Part is the system construction, make use of the functional analysis theory to design and construct the system. The last part is case analysis. The landscape architecture as specific profession be studied to formate professional standards system in the case.Through theoretical analysis and experience learning and method choice, finally formating the profession standards system of Higher Vocational students’, the results divide three competence units:academic ability, professional competence and key competence. Each unit is divided into a number of competence factor, corresponding to the appropriate operating standards and assessment basis. In order to use the system into practice, I choose the landscape architecture as a case analysis by designing a questionnaire and survey visits to determine three competence units and factors, professional competence elements which correspond to the basis, namely the ability of planting application, designing and planning of landscape and engineering’s organization and management. At the same time, professional extend capacity factors including computer-aided design and organizational management capabilities. Academic competence elements include verbal ability, mathematical ability and computer-based application ability. The key capability have five factor which include communication and social skills, teamwork, information process and innovation. These capabilities correspond to operation standards and innovation. These capabilities correspond to operation standards and assessment requirements, forming the final standard system diagram to guide in the practice. At last, through summarizes the outlook to pave the way for next further study.
