《The outline of Chinese medium and long term education reform and development program (year2010-2020)》, describes the magnificent blueprint of education reform and development in the following ten years in China, point out clearly that "develop economy, education should be prior","teach artificial origin, moral education preferred, capability treat as importance, do integrated development","which ensure that till year2020the modernization of education have been achieved mainly, form the learning-oriented society mainly, and our country enter the line of powerful nation on manpower resource." Now the high school students are constructers and successors for Chinese socialist cause in21st century. The ideological and political class, in this kind of background, how to carry out the quality-oriented education, how to solve the existing problem in teaching, how to improve the teaching quality, have become the important task in current education research, also it is a problem that almost teachers who give ideological and political class care about.This thesis studies the current state of ideological and political class teaching, the existing problem and analyses the cause for problems from the important state of the ideological and political class is in education activities and the altitude of fundamental requirement for middle school students’ quality in21st century, at last, present the policy that can enhance the teaching quality of the ideological and political class for high school, the policy provides the fact-based reasons for intensifying the reform of the ideological and political class teaching, strengthening the pertinence, enhancing the practical applicability, exploring the new way of implementing quality-oriented education, and making a contribution to enhance the moral education in high school more and educate high-quality constructers and successors for socialist cause.This thesis firstly elaborate the important status that ideological and political class for high school is in school education, mainly starting from the function of education, the basic task for high school moral education, the teenager stage is the important period that forms the view of world, the view of life and the view of value, etc, emphasize the ideological and political class for high school is not only a cultural class, but also a moral class, and its function cannot be alternative as any other class.Moreover, the thesis analyses the basic requirements of quality-oriented education and for high school students’ quality in21st century, combining the new time characteristics of globalization, informatization, knowledge economy, sustainable development, etc, up forward the new requirements for students’quality. Such as global awareness, international view, cooperation association, the capacity for participating in international affairs; and the capacity of information consciousness, information values, searching and solving the information, etc.The thesis mainly discusses the main problems and reasons which exists in ideological and political class for high school, and points out the main problems include, the target for course teaching is simple, the teaching content break away from the real society and students’ life, monotonous teaching method, simple studying methods, and unequal relationship between teachers and students, practical activity used insufficiently, one-sided teaching assessment, etc, and the cause mainly are exam-oriented education, chase enrolment rate, not implement the quality-oriented education well, etc.On the base ethic mentioned above, the thesis finally points out some measures for improving the quality of ideological and political class for high school, which emphasizes schools, teachers, parents and all sectors of society all should update the concept; course teaching material, teaching method should keep pace with the times and intensify the reform, meantime, we should improve the teaching evaluation continuously, present the evaluation method can be diversified, the evaluation content should be pay attention to the integrated development of students, define the basic requirement for one good class, and for the evaluation of students’result, not only there is objective data in numbers, but also qualitative analysis in quality. For improving the quality of teacher who teaches ideological and political class for high school, points out the teachers should have noble professional ethics, loving the teaching career, students, community, be strict with themselves, be a good model for others; have experienced professional skill, erudite knowledge and multi-capacity, also with professional educational qualities and healthy psychological quality, etc. On the hand specific measures for improving the teachers’ quality, besides strengthen the normal education, on-the-job training, teaching practice, teaching and researching activities, accepting continuing education, etc should be also emphasized.
