Hong Kong is a city made up of immigrants, which shaped Hong Kong’s unique urban characters. Fairness, justice, integrity, the rule of law, freedom, and multiple tolerance as the core values of Hong Kong, which is the key to success of "one country, two systems". But Hong Kong native consciousness rise in recent years, Hong Kong’s people give more and more concern with identity. As the "Moral education and national education section" has been lying by and the emergence of various "Hong Kong alone" voices, the importance of citizenship education was emphasized again, school is the main place to educate citizens, and the healthy growth of teenagers is the hope of the country, so this article focuses on the Hong Kong primary and secondary schools’situation of civic education, through the schools’citizenship education curriculum, democratic management and service activities, campus culture construction to carry on the analysis, summarizes the experience of the primary and secondary schools citizenship education in Hong Kong, find out the deficiency, and puts forward some targeted suggestions, so as to improve the primary and secondary schools’citizenship education in Hong Kong. The full text is divided into five parts:The first part:the analysis of primary and secondary schools’citizenship education related courses in Hong Kong. This section is based on the three areas of Bloom’s Taxonomy of Educational Objectives, from the point view of teaching citizen knowledge, cultivating citizen character and training citizen skills to analyse primary and secondary schools’citizenship education related courses in Hong Kong, such as citizenship education section, common sense section, general education section, economic and public affairs section, Chinese history section, Chinese language section, and geography section. This is one of the main body of this article.The second part: the analysis of the Hong Kong primary and secondary schools’ democratic management and service activities. Based on the analysis of citizenship education courses, further analyzed primary and secondary schools’democratic management and service activities, such as students custom rules by themselves, all kinds of student autonomous organization, etc. All kinds of service activities on campus, community and overseas.The third part: the analysis of the campus culture construction of primary and secondary schools’citizenship education in Hong Kong. From two aspects of spirit and material environment designed to refine its civic education factors.The fourth part: The experience and existing problems of primary and secondary schools in Hong Kong citizenship education. Combining with the former three parts of introduction, this section strive to grasp the key points, in preparation for the advice.The fifth part: Suggestions on the perfection of primary and secondary schools citizenship education in Hong Kong.Epilogue part shows the summary of this article.
