Up to now, we have not had much time to achieve the “six goals”of EFA. It hasseemed of little significance to discuss whether or not to achieve the EFA goals. But theavailable and implement of EFA cause historic impact and indelible contribution for thedevelopment of world education. EFA is committed to "education for all", and what are theachievement? What insights of EFA we’ve got during its process? This should be a concernof human education development should understand and care about.In December1948, UNESCO conference passed the universal declaration of humanrights, which explicitly pointed out that everyone has the right to be educated. The openingof the1990world conference on EFA has formally put forward the concept of "EFA" andbecome the important guiding ideology in today’s world education development. InFebruary2000, the EFA of BBS through the universal education programme of action andit proposed universal education "six goals" in the BBS, involving the conservation ofinfants and young children and preschool education, universal primary education,adolescent and adult learning and skill requirements, adult literacy, gender equality andeducation quality in six aspects."Six goals" has become the main basis of the EFA qualitymonitoring. The research elaborate EFA through four aspects, such as the appear andbackground of EFA, the concept and practice, the achievements of EFA, the problems andchallenges, trying to restore its development and the structure of the practice from amacroscopic perspective. The study found that the EFA "education for everyone" as thestarting point, and initiative an education movement of no difference, withoutdiscrimination. This action aims to practice human created equal education. After20yearsof effort, EFA has brought a huge boost for the development of world education. People inmany countries, especially developing countries, access to an unprecedented educationalequity, a lot of progress, both individual and society, educational have played anirreplaceable role. We can say that the change of the world development is likely to haveno so huge if there is no global initiatives and global response of EFA. Meanwhile, theEFA process also have been some difficult and thought-provoking questions, Such as toguarantee the quality of education of teachers is insufficient, lack of funds, the conflict and so on. These intertwined problems and challenges hider the smooth implementation andcompletion of EFA ’six goals. From the analysis, some of the problems and challenges canbe resolved through some effort and success response. But no doubt, some of the problemsand challenges are difficult to be successfully solved. We can see that these "BigMountains" of obstacles to implement of EFA are not just education problems. They aremore the social and historical problems. These complex issues can’t just rely on theeducation field to solve. War, conflict, economic crisis, historical issues, and so on havebecome huge obstacles to regional education development stagnant or even retrogress inmany areas. It can be said that to solve these problems needs efforts from the whole societyin various fields. The fact also shows that this ambitious project really need to worktogether to complete the society as a whole. In today’s perspective, the realization of thetask or not, which has been meaningful. The degree of specific goals may be the summaryof the achievements of yesterday, and it is more the beginning of tomorrow’s footsteps!...
