The balanced development of basic education is a necessary process for realization elementary of education. Inner Mongolia Autonomous Region is a typical western ethnic area, in which there are relatively backward in terms of economic and social development. In this area, there are tendency of disproportion development on elementary education, such as those between east and west, towns and cities. Firstly, this papers summary the situation of Inner Mongolia region elementary education development. Then try to find the problems of elementary education in three stages, including education opportunity, education process and results of education, which to be analysis by using literature analysis, comparative analysis. The unbalanced development in education opportunity stage embodied in students choosing a degree of freedom is low, the average number of students is larger and the loss of many national students both in primary and secondary school. In this paper, based on the national data, found that exists in the unbalanced phenomenon in the process of education, including the government financial input is insufficient; the allocation of resources for the equalization is insufficient. And then based on data of Inner Mongolia, the differences between east and west, between urban and rural has to be founded. At last, the data indicate that basic education in Inner Mongolia and the national average level is largely flat, but on the education level, gender differences has less worthy. Based on the problems which found in the development of elementary education, using the theory of public management, reveals the reasons of Inner Mongolia elementary education unbalanced development, analyzes the causes from concept, economic and social development environment, policy bias and educational funds allocation. Chapter five put forward on some countermeasures for optimization the development of elementary education, including transformation the role of the government in the balanced development of elementary education, establish the correct value orientation, continuously improve environment of elementary education, strengthen the functions of the government, improve the education funding supply in order to ensure resources balanced.
