| Elementary school is the primary stage on the students education,which has great effect on student’s world outlook and outlook on life. Language is a basic subject in all subjects of elementary school,it is instrumental and humanism, it plays an active role in the school education. However the value outlook conveys on the Chinese textbook,have important effect on the students acknowledge and value outlook. After analysising the new curriculum reform of primary school Chinese1-12of the textbook content that pressed by people’s education, This study discoveries that in the new textbooks the selection of material, text content, text illustration, after-school practice have some urban bias, the deviation is not necessarily reflected in absolute number of urban and rural content description, but the performance on the value orientation of a city life.Why the textbook appears urban bias?There are the following reasons:The first one is the cultural hegemony of the mainstream class, the textbook appears city-biased policy is the country’s value judgment,which think city culture is better than rural civilization, and the active choice of mainstream class and control class. Second,one is the city identity of the textbook writers. The third one is that the curriculum policy reflects a mighty on city. The forth one is the trend on the education system of "urban priority". The fifth one is the westernization of the idea on new curriculum designNegative effects of urban bias of the textbook:First,it is not conducive to the realization of educational equity, a "scissors" between urban and rural students; intensified educational selection function to change the mind of basic education. Second,it is not conducive to the traditional cultural heritage. Third,it is not conducive to building a modern country.Textbook urban bias has its inevitable sense of inevitability, necessity.After all, the urbanization is one of the developing direction of Chinese social modernization process, education also should keep the real society to a certain extent beyond first. But the devotion to the urbanization, ignoring the differences between urban and rural areas, in the education mode and policy guidance on regardless of the actual unified, this is unfair. So in order to realize education fairness to the greatest extent, consider the interest appeals of rural students, improved from the following aspects:one is curriculum policy should insist on the principle of education justice. Second, textbooks should attach importance to respect the value of rural culture, under the system of "one more" write textbooks of both urban and rural areas, the textbook writers should attach importance to the value of rural culture.
