The construction of inclusive kindergartens is the solution to the current "Enter Kindergartens difficult" and "Enter kindergartens expensive " problems. Research on the construction of inclusive kindergartens has long-term significance to promote the healthy development of preschool education. Research take the Zhuzhou City, a typical city in Hunan province as an example, do analysis and synthesis from three aspects with the thinking of "Theory--Reality--Ideas, that is a theoretical discussion of the construction of inclusive kindergartens, the construction of inclusive kindergartens in Zhuzhou city from2011to2013and the planning of the construction of inclusive kindergartens in Zhuzhou city from2014to2020. Research mainly uses the literature law, policy text analysis and statistical method, pay attention to the combination of the quantitative research and qualitative research.The foundation of the construction of inclusive kindergartens mainly discusses the necessity、the feasibility and the standward of the construction of inclusive kindergartens. The construction of inclusive kindergartens2011-2013in Zhuzhou City mainly includes the construction and management of public kindergartens, inclusive of private kindergartens. The construction of public kindergartens is mainly reflected in the expansion of public kindergarten coverage, improving the quality of public kindergartens. The construction of the inclusive of private kindergartens follows the following procedures:1.Introducing a method for determination of the inclusive of private kindergartens;2. Guiding private kindergartens take social responsibilities;3. Evaluation and grading;4. Approving the charging rates;5. Approving the Park numbers and selection;6. Signing of the agreement;7. Publicity Award. The management of the inclusive of private kindergartens is manifested by the public, transparent policy and strictly controlling the kindergarten charges, high fees.Zhuzhou City’s planning of the construction of inclusive kindergartens in2014-2020mainly based on the development level of preschool education by the end of2013, Hunan province and Zhuzhou City’s preschool education policies, the economic strength and school-age children of Zhuzhou city. The content includes the target, main tasks, schedule and safeguards four aspects of Zhuzhou City’s construction of inclusive kindergartens in2014-2020.
