In order to meet the increasing preschool education needs of the people,the Chinese government has introduced a series of policies in recent years,actively promoting the development of preschool education,and investing in preschool education,especially increasing the supply of universal preschool education resources.In order to achieve a balanced development of education,narrow the gap between urban and rural areas,and implement policies on kindergartens in rural areas,both the scale of public kindergartens and financial support for non-government kindergartens.Then,what effect has the relevant policy achieved in the implementation process and what problems exist,it is urgent to investigate it,in particular,the government's subsidy for non-government kindergartens in rural areas because it is more complicated and involves more subjects,and indeed to a large extent,it affects the supply of preschool education resources for the general public in rural areas.It needs to be analyzed through empirical research to provide the basis for the implementation and improvement of relevant policies.This article includes three parts:The first part is the introduction,mainly explaining the research background and problems of the paper,defining the core concepts and combing relevant literature,aiming to lay the foundation for the following;The second part is the theoretical level analysis,which mainly analyzes the government.Funding for the purpose and main forms of private non-governmental kindergartens in rural areas,and summarizing the funding practices formed by local governments under the guidance of policies;The third part is to analyze the investigation of case sites,summarize the existing problems and analyze the causes.Then put forward corresponding policy recommendations.In response to the problems existing in the development of preschool education in the country,the author puts forward the following policy recommendations for reference:First,policies should be improved to promote the healthy development of non-government private gardens in rural areas;second,increase financial investment for Rural public-sponsored parks provide financial support for government subsidies.Third,they improve the subsidy system to ensure the smooth implementation of the government-sponsored public-private parks in rural areas.Fourth,strengthen the supervision and management to ensure the government subsidy effect of the non-government-sponsored private gardens in rural areas.
