Since the open door policy was adopted, our nation has insisted the value orientation of "efficiency but not at the expense of equity" over a long period. And this value orientation directly affects the establishment of education policy and institutional design and it also leads to the unbalanced development of China’s education, especially the compulsory education. In July,2006, the6th article of the new "Compulsory Education Law of the People’s Republic of China" revised by Standing Committee of the NPC put forward the thought of "Balanced Development of Compulsory Education ". Nanjing is among the educational developed areas of Yangtza Delta, so the balanced development of compulsory education is regarded as the strategic task for our education reform and development. A series of education measures have been carried out such as the small-class teaching experiment in2001, the new class volume plan in2010, the free compulsory education system and the school-fee voucher system to help students. Since the new century, Nanjing has always put balanced development in priority. And during this process, Nanjing has gradually formed the situation of balanced development with high quality. However, with the constant development of our economic society and the continuous renewal of people’s educational viewpoint, more and more demands on education resources, especially good ones are being needed. The social phenomena like the craze for choosing top schools, famous schools organize private schools and famous high schools organize junior high schools result in the unbalance of compulsory increasingly. Because of this to balance Nanjing’s compulsory education is becoming the focus for people.This paper briefly analyzes the theoretical connotation and practical significance of city’s balanced development of compulsory education. It also makes comments on the research status of balanced development of compulsory education at home and abroad. Based on empirical research, this paper expounds the present situation of the balanced development of compulsory education in Nanjing, analyzes the admission policy of the basic education stage of Nanjing, and puts forward the admission issues in the course of current balanced development of compulsory education in Nanjing, such as the problem of choosing schools during the period of compulsory education, the problem of enrollment rate for private schools, and the entrance policy for migrant children, etc. Aiming at these problems, this paper puts forward some countermeasures and suggestions, such as canceling the school-choice policy in public schools gradually in the period of the compulsory education, optimizing admission policy for private schools, promoting the balance for high school admission and advancing the entrance policy for migrant children, etc. All the efforts are done to gradually narrow the differences on the school-running level and the education quality among the schools in the city of Nanjing so as to promote the balanced development of compulsory education.
