Sichuan provincial party committee,and provincialgovernment began to act the Tibetan"9+3" free education programfrom2009, that is9years of compulsory education plus3years offree secondary mainland vocational schools. This program aims tocultivate Tibetan new generation that is full of knowledge and skillsand to narrow the vocational education gap between Tibet areas andmainland,to promote Tibet’s economic and social development, to helpthe Tibetan people go out of poverty and become rich. There are nearly30000Tibetan students went to mainland vocational schools in recentthree years.However,In the process of the implementation of the plan,the students appeared various situations which don’t adapt to theschool studying, such as learning environment, learning methods,learning psychology etc, seriously influenced on students’ learning,life and employment.The purpose of this study is to combine the point,quantitativeand qualitative research to give a objective description of presentlearning adaptive situation of "9+3" students.Finally, according to the reasons that "9+3" students cannot adaptto learning, standing on the education essence returning,grasp thebasic of multicultural education essence, put forward strategies andmeasures which promote students to adapt to learning. Mainly from the state, the administrative department of education, ideas ofschool education management, level of the system,training students’to cross-cultural communication ability.Change the current policy,system, ideas and measures,even something which don’t conform tothe rules of education, the law of multicultural education, nationalcharacteristics and something do not accord with the actual practiceof schools and students, in order to promote the students to learnto adapt to "9+3" the learnings,improve the quality of personneltraining and the level of running school.
