In the process of preschool inclusive education’s implementation, the living situation of children with special educational needs is not optimistic, especially in the early stages of preschool inclusive education. It has become an urgent issue on how to guarantee the children with special educational needs access to high quality of preschool inclusion. To solve the problems of preschool inclusive education’s quality is the key to make early childhood inclusive education become significant.In this study, under the perspective of quality assessment, the principles of DEC&NAEYC Joint Declaration, we mainly analysis the current domestic preschool inclusion,from physical environment, psychological environment, curriculum and teaching, support system four dimensions. to discuss a problem of deep-seated reasons for the development of the high quality of education before fusion futurology provide the empirical basis for constructive. Research purpose to extract three different kindergartens in three different types of special child care cases through a thorough and meticulous observation interviews with an objective point of view to render the face of the case, at the same time expand the contrast between the cases.This study shows that the current quality of preschool inclusive education is generally low. Specifically,(1)The limited availability of high-quality physical environment is very popular, as well as lacking of specialized instruction.(2)The overall atmosphere of the psychological environment is comparatively good; early childhood teachers and typically developing children have good attitude toward children with special education needs, but it varies with different classes; Teachers not properly guided peers to support children with special education needs.(3)Teachers has been overlooked individualized curriculum and instruction; mainly conventional education has been the most important goal in collective teaching activities;(4)support system for preschool inclusive education; cooperation is key to quality of preschool inclusive education, where parents in preschool inclusive education should not be underestimated.
