School education is a social activity which brings up people with purpose, planand organization. The development of school education make a great effect about thesystem of society, politics,economy and the productive forces of society.Since westZhou dynasty, the dominator had been started to set up school according to theadministrative area and had been built a fairly perfect system of school education. Thesaying "Teaching and studying are the first things for ruling people" show the closerelationship between education and politics. Another old saying "Noble person have touse the way of education if he want to change the one time tradition," Which alsoemphasizes the society function that the ruler do the widespread enlightenment to thepeople of whole country by the school education. In all ages, the school education ofour county has been improving without stop in history vicissitude of many thousandsyears. Now the scope of school education has been expanded, the type of school hasbeen added more and more, teaching content has been enriched day by day, teachingway has been agile with each passing day, and the function of school education hasbeen more and more important. It can not be substituted in the process which ourcountry realizing the modernization career. However, since the20century70th, withthe implementation of the one-child policy, the population nature growth rate has beendeclined. In the later period of20century80th, the process of industrialization andurbanization has been accelerated; rural population flow out to work or move out.With the fast developing of knowledge economy, people know more and more aboutthe importance of education. As a result, many students from rural area go to theschool in city for better education quality. The birth rate of natural falling andpopulation outflow result the source of students less and less in primary and middleschool in rural area. The contradiction that these schools are dispersed and have lowscale and quality is more and more intense. To solve this problem, the rural area of ourcountry began a new metempsychosis arrangement about primary and middle schoolin rural area in2001.We chose the Pingyuan county as the example, surveying andresearching the history change of primary and middle school in the county afterreform and open policy carried out at that place. At the background of schoolarrangement be changed, we hope to put forward some intelligent advices bydiscussing the outcome of primary and middle school arrangement be changed in thecounty and the problem appeared after the arrangement be changed.The part of introduction mainly expounded the reason why choose it to be thetitle of the paper, after brief arranged the interrelated research about the adjustment ofschool arrangement from our country and foreign country, make sure the meaning ofchoosing this title of the paper, and expounded the key conception of the paper, themain example and the main research way we picked when wrote the paper.The first chapter mainly analyzed the school developing and history adjustmentafter reform and open policy carried out in the view of history adjustment. Accordingto the history of education developing of this county, the history adjustment of countyschool arrangement is divide into4parts: part1is the recovering and marshaling period(1978--1985),part2is the adjusting and perfecting time(1986--1996),part3isthe movingly education place removed and schools combined(1997--2007),part4isthe stable building and developing time(2008--).The process of arranging basedthe foundation of new locating and analyzing of new county primary and middleschool arrangement adjustment at the background of new metempsychosis schoolarrangement be changed by the way of reappearing and rebuilding the history andsummarizing the experience and lesson of history.The second and third chapter are the focal points, expounded what effect to thecounty primary school and middle school at the background of new metempsychosisschool arrangement be changed. The third chapter is about the carrying out of theprimary school arrangement adjustment. This chapter expounded the reason of theeducation place of rural area arrangement be changed and the process of educationplace arrangement be changed in detail by the definite surveying and researching twoeducation place in the county. The forth chapter is about the carrying out ofarrangement adjustment of middle school. Compared with the county primary school,the arrangement adjustment of the county middle school is not so complicated. Themiddle school students study in the county seat after the arrangement adjustment, it’salso called "middle school entered in to the county seat". Therefore, after surveyingand researching this chapter mainly picked a middle school in the county to explainthe reason of "middle school entered in to the county seat", the process of carrying outthe "middle school entered in to the county seat" and the benefit, detriment of "middleschool entered in to the county seat" by the way of test paper testing and interviewing.The forth chapter mainly think and give advice about the problem arrived afterthe county primary and middle school arrangement adjustment, which is in the third,fourth chapter of paper.School arrangement adjustment is a long time, systematic task of the basaleducation developing of our country. Primary and middle school arrangementadjustment of rural area effect the compulsory education of rural area of our country.The scientific and logical school arrangement adjustment is not only necessary,butwould also promote the stable developing of the compulsory education of rural area.So, we should plan scientific, analysis intelligent to carry out the policy of schoolarrangement adjustment according to the local situation.
