With the continuous development of information technology in education and basiceducation curriculum reform,IT courses as a basis for the spread of information technologyeducation courses are increasingly universal concern.IT courses are gradually on the right track. IT courses and subject teachers’ professionalability have been a certain degree of development. Since2003, high school IT course has anindependent curriculum standard. But curriculum standards of the obligations stage have notbeen introduced. During the internship, author watched the IT teachers’ classroom record andpart of an interview, found that instructional design capability is weak. However, Junior ITeducation is in the critical role. How to adjust the Junior IT education and how to face thepresent and future are the problems being worthy consideration. There is no doubt that theteachers’ instructional design capability is essential for the quality of the course. Therefore, thispaper researched the situation of the junior IT and its development, which is good for thedevelopment of junior IT courses and teachers’ professional development.62Junior IT teachers who participated in Hebei IT quality class are the subjects in thispaper. The methods of literature research、questionnaire、interview、observation、materialcollection are used. Determine the structure dimensions of Instructional design capability for theJunior IT teachers and preparation of the corresponding questionnaire are good for surveying andanalyzing the basic situation of teachers、status of the instructional design capabilities and thestatus of teachers’ professional development. Based on the analysis on the status, we can find thereasons of hindering its ability to be improved. At last, development Strategy to improve theirinstructional design capabilities is explored and researched.The paper contains six chapters:Chapter one: mainly contains research background、research status、purpose of the researchand the sense as well as research process and methods. Chapter two: Research overview of the Junior IT instructional design competencies containstheoretical basis and defining of the relevant concepts. Teaching design development direction isreviewed from the Junior IT Curriculum Development.Chapter three: First analyzes the constitution of teaching design ability of informationtechnology teachers in junior middle school, the ability of the structure can be divided into7dimensions and21structural observation points. And the structure is also descripted. Accordingto the survey of partition capability dimension and the determined, the design of thequestionnaire and interview outline are began to implement which is good for preparing forthe analysis of the status of follow-up.Chapter four: Junior IT instructional design competencies Status Questionnaire andinterviews are to statistics and analyzed detailed. It is analyzed from the perspective of the basiccondition of the teachers、the present situation of the teacher teaching design ability and basicconditions of teachers in effect of teaching design ability. Finally, by the investigation on theprofessional development of teachers teaching design ability, it is also analyzed from theindividual level、the school management level and department of education level.Chapter five: From three aspects of individual teachers, school management and educationsectors based on the instructional design competencies were given the appropriate strategies andsuggestions.Chapter six: The findings and innovation were summarized and pointed out thedisadvantage of the research. It is also making some future of this research topic.
